The World Bank extended to Poland US $200 million worth of the loan provided for repair of damages caused by July 1997 flood.

On 23 December 1997 the Loan Agreement was signed by
Mr Leszek Balcerowicz - Deputy Prime Minister and the Minister of Finance,
Mr Jerzy Widzyk - the Minister Member of the Council of Ministers, the Government Commissioner for the Flood Recovery and
Mr Basil Kavalsky - the World Bank Resident Representative in Poland
and the Baltic's.

The Loan Agreement could be closed thanks to prior preparation by the team including IMGW experts of the Flood Recovery Project - Implementation Plan (PIP) .

The Project preparation was managed and supervised on behalf of the World Bank by Mr Piotr Wilczynski.

Under the Loan Agreement three Project components have been identified, namely:

A - Rural and Municipal Infrastructure
B - Flood Management and Hazard Reduction.

C - Project Administration and Technical Assistance, establishment of the
Project Co-ordination Unit (PCU).

Jerzy Widzyk, the Minister Member of the Council of Ministers is responsible for execution of the entire Agreement Mr Jan Szyszko, the Minister of Environment Protection, Natural Resources and Forestry is responsible for delivery of the B Component.

The project will be implemented over 3 years. The World Bank Project Co-ordination Bureau in Wroclaw wills coordinate the Project implementation

Implementation units will responsible for execution of individual components of the Project.
The Institute of Meteorology and Water Management the implementation unit for the B.2 Subcomponent.

Implementation cost of Component B (Flood Management and Hazard Reduction) will total
US $80 million.
