TASK B.2.13.2 PRESENTATION OF TASKS OF THE CONSULTANT


The objectives of work of Consultants (i.e. Consortium consisting of WS Atkins-Polska and Hydroprojekt Warszawa is to provide technical assistance to IMGW in the supervision and final certifications of all construction works that will be carried out under each of sub-components of the work. This work has been divided into 3 Phases, which consider the complete investment process from the approval of technical designs to the issue of a Completion Certificate for each separate construction.

Assistance is sought for the supervision of the following constructions:

1. B2.1.3. Country-wide network of hydro- and meteorological monitoring facilities (about 1100 in number), comprising;
    a. 516 hydrometrical stations
    b. 246 precipitation measuring stations
    c. 217 meteorological stations
    d. 60 automated synoptic stations
    e. Regional Data Collecting Centers
    f. radio repeaters and re-transmitting stations
    g. 30 stations for measurement of the ground water level

2. B2.7.5 Laboratory modernization
3. B2.8 Storm and Lightening detection system
4. B2.9 Enhancement of the weather radar system, comprising
    a. 5 new radar towers (in Rzeszów, Tarnów, Poznań, Gdańsk and Świdwin
    b. adaptation of existing radar tower in Legionowo
    c. construction of Main Radar Operational Centre MROC in Warsaw.

The Consultant is acting as IMGW's substitute including the activities of the Investor's Supervising Inspectors, as it is stipulated by Polish Building Law in respect of the Investor's supervisory service. Also it is responsibility of the Consultant to assist the Client's Project Managers with respect to any responsibilities concerned with construction at the various sites.

The duties of the Consultant are listed below and have been divided into phases to reflect the investment and construction process:

PHASE 1 Pre-construction Investor's activities, preceding field execution of the Project
    a. Review of the technical documentation (designs and specifications) submitted by the consultant/contractor for contract B2.1.3, described as measurement stations, and contract B2.9, described as weather radar system, as to the;
    - completeness
    - technical correctness
    - conformity with formal requirements
     b. Assistance in the creation of the tender documentation for task B.2.1.3 and ensuring these conform with the World Bank procedures for supply and installation contracts:
c. Assistance in completion of the formalities in name of the Client and/or the owners of the land where the construction sites are to be located, including obtaining construction permissions, where required under binding legislation.

PHASE 2 Engineering and construction supervision
This phase is concerned with the provision of support through construction supervision of the following sub-components: B.2.1.3, B.2.7.5, B.2.8.2 and B.2.9.2. Although supervision will be over the entire works related to construction responsibilities, will include in particular supervision over:
    a. location of measurement points, towers etc
    b. execution of building structures
    c. steel construction and their assembly
    d. installation of measuring and other apparatus
    e. wiring and other systems.
During execution of these tasks the Investor's Supervisor is coordinating and authorizing, on behalf of the Client, any activities related to the introduction of changes in the Technical Design, which are required or recommended from point of view of the interest of the Client or users and have been introduced on the initiative of the Investor's Supervisor, the Contractor/Supplier or the Design Supervisor.

PHASE 3 Support in testing and commissioning and facilities take-over

This phase is concerned with the take-over, commissioning and inspection of completed facilities on behalf of the IMGW. In this phase responsibilities include:
    a. participation in the technical testing, inspections and partial taking-over of various sub-components
    b. participation in testing before commissioning
    c. confirmation of completion certificates
    d. supervision during Defects Liability Period, including confirmation of the defect remedy.

The Consultant also shall carry out activities related to ensuring the payments are made in accordance with the contracts and real progress of construction work and any other services on behalf of IMGW as the Consultant may consider necessary and the Client approve for execution of the Monitoring and Flood Protection System, or as shall be recognized as such by IMGW.
